Steve Ortquist is a managing director with Aegis Compliance & Ethics Center, LLP focusing his practice on health care regulatory and compliance matters.  Steve’s practice focuses on regulatory compliance and compliance program operation for health care organizations.  His practice is concentrated on matters involving the Stark and Anti-Kickback laws & regulations; Medicare/Medicaid billing rules and regulations; Antitrust laws and implementation of Sarbanes-Oxley requirements.  He works with clients on design, implementation and assessment of their compliance programs, and on internal investigation, resolution and, when necessary, voluntary disclosure of discovered non-compliance.  Steve is also available to advise Boards of Directors on the state of their organization’s compliance efforts, and to provide independent review organization (IRO) services to organizations under Corporate Integrity Agreements.

Steve recently served as Senior Vice President of Ethics and Compliance for Tenet Healthcare Corporation.  During his time at Tenet, Steve helped negotiate Tenet’s 2006 Corporate Integrity Agreement associated with it’s $900 million Medicare overpayment settlement in September of 2006.  He also lead Tenet’s efforts to refine its compliance infrastructure to manage its Corporate Integrity Agreement.

Prior to joining Tenet, Mr. Ortquist also held roles as Vice President, Ethics & Compliance and Chief Compliance Officer for Banner Health in Phoenix, Arizona; and as Director of Corporate Compliance for Rush University Medical Center in Chicago, Illinois.  His prior legal and work experience also includes law practice with Lague, Newman & Irish, a boutique law firm specializing in health care regulatory and transactional work in West Michigan; an internship with the Healthcare Section of the Antitrust Division at the Federal Trade Commission in Washington, DC; and  serving as Chief Financial Officer of a multi-state physician practice. 

Steve currently serves as President of the Health Care Compliance Association (HCCA).  He has been a member of the HCCA Board of Directors since 2003.  He is also a member of the exam development committee of the Healthcare Compliance Certification Board (HCCB), and an editor of the CCH Health Care Compliance Professional’s Manual.

Steve has written and spoken extensively on health care legal and compliance topics.  He serves on the planning committee for the American Bar Association’s annual Healthcare Fraud Conference.
